II. Creation of the Xaragua National Music Label
The Xaragua Music Label is the official state-owned record label established under State Law No. 05–2025.
Its mandates include:
Protection of Artistic Works via state registration and licensing
Equitable Contracts guaranteeing non-exploitative terms, with ownership of masters
Artist Support and Sovereign Promotion
Export and Defense of Indigenous Sound Identities
All content is regulated by the Xaragua Intellectual Property Registry (PCRAW) and enforced under indigenous legal jurisdiction.

III. National Instrument-Making Program
The Department of Music also administers the National Artisanal Instrument Program, which ensures:
Design and Production of Local Instruments using traditional techniques and materials
Educational Use of Indigenous Instruments (e.g., handmade foot-powered pianos, artisanal guitars, tambourinette, flutes, drums, violins)
Workshops for Children and Apprentices to build, maintain, and master their instruments
