Ludner Pascal Despuzeau Daumec Viau is a Haitian-Canadian political leader, academic, and future deacon of the Holy Catholic Church, born and raised in Montreal, Canada. He has spent his life between Xaragua and Montreal, fostering deep connections with both regions. With over 20 years of experience as an addictions and mental health counselor, he is also actively involved in the Quebec Catholic Church and is pursuing political science studies at Concordia University in Montreal.
A graduate of the University of Montreal, he serves as the President of the Liberal Party of the South and Xaragua, working to shape the political and intellectual future of his homeland. As the Founder and Rector of the University of Xaragua, he established the Faculty of Political Science and Social Intervention, dedicated to training future leaders and professionals in governance, public policy, and community development.
He is currently a Professor of History the University.
Hailing from a lineage of thinkers and politicians who played pivotal roles in Haiti's independence and history, he continues a tradition of leadership and intellectual rigor. Inspired by his grandfather Paul Viaud, his God - Father Roger Mathurin, and his grandmother, Dulitha Joseph Gousse, he created this faculty as an independent, self-funded institution free from government control or external influence. His mission is to build a new intellectual and political force, rooted in history yet oriented towards the future.
The founder of the University of Xaragua is a direct descendant of Antoine Deapuzeau, a French statesman and royal prosecutor of the King of France in the French colony of Saint-Domingue. Deapuzeau operated in Léogâne and Petit-Goâve, the former capitals of the colony. To this day, a town in the Chaîne des Matheux bears his family name, located on his former estate and lands.
He is also a direct descendant of Louis Auguste Daumec, Imperial Attorney General of the Dessalinian Empire and founder of the Haitian Court of Cassation.
Additionally, he is a direct descendant of Paul Viaud, builder of the Peligre Dam, executive at Reynolds in Miragoâne, businessman, and major landowner in the South and West. Viaud was the son of Hermance Leblanc, a Taíno-descendant woman from Miragoâne, and George Viau, a shipowner from Léogâne.
The founder's initials, LPDDV, which also represent the name of the parent company, stand for Loyalty, Perseverance, Determination, Direction, and Victory—core values that define its mission and vision.
