TITLE

Constitutional Framework for the Definition, Juridical Status, and Institutional Implementation of Academic Microprograms



---


ARTICLE I – LEGAL FOUNDATION


1.1. The University of Xaragua, as a sovereign ecclesiastical-academic organ of the Sovereign Catholic Indigenous Private State of Xaragua, enacts this legal framework in full conformity with the following binding juridical authorities:


Articles 3, 5, 14, and 16 of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP);


Canons 803 §1, 806 §1, and 229 of the Codex Iuris Canonici (CIC);


Articles IV, V, and VI of the Constitutional Charter of Xaragua;


Article 38(1)(c) of the Statute of the International Court of Justice (ICJ);


Customary Indigenous Legal Principles recognized under international and canonical jurisprudence.



1.2. All academic microprograms established under this decree are formally declared as autonomous juridical constructs within the national educational corpus of Xaragua, with full protection under international treaty law, ecclesiastical canon law, and the supreme constitutional order of the State.


1.3. These academic instruments are categorically exempt from external jurisdiction, non-submissive to foreign academic ministries, and intrinsically immune to validation, rejection, or alteration by any external authority or standard-setting entity.

ARTICLE II – STRUCTURE AND ACADEMIC COMPOSITION


2.1. A microprogram is hereby defined as a sovereign academic unit of modular structure, institutionally comprised of:


Three (3) academically specialized courses;


A cumulative valuation of fifteen (15) Sovereign Academic Credits (SAC), as per the codified national academic metric system of Xaragua.



2.2. Each microprogram, upon issuance, constitutes an independent act of academic sovereignty, bearing irrevocable legal force under the internal law of the State.


2.3. Recognized academic domains shall include, without limitation:


Political Science


Indigenous Governance


Strategic Theology


History and Imperial Legal Systems


Doctrinal Methodology


Applied Territorial Administration

ARTICLE III – ACADEMIC PROGRESSION AND DEGREE EQUIVALENCY


3.1. In pursuance of the modular progression model, the following equivalency framework is legislatively ratified:


One (1) Microprogram (15 SAC): Attestation of Specialization


Two (2) Microprograms (30 SAC): Certificate of Completion


Six (6) Microprograms (90 SAC): Bachelor-Level Diploma


Eight (8) Microprograms (120 SAC): Advanced Bachelor-Level Diploma



3.2. All academic credentials are to be issued under the sovereign signature and official seal of the Rector-President and permanently archived within the National Academic Registry (NAR-XRG), the sole repository of academic legality within the University of Xaragua.


3.3. Diplomas are constitutionally enforceable within the jurisdiction of Xaragua and may be submitted internationally under apostille, certified translation, or sovereign diplomatic correspondence for ecclesiastical, institutional, or intercultural recognition.

ARTICLE IV – MANDATORY CORE PROGRAM REQUIREMENT


4.1. The microprogram entitled “History of Xaragua” is hereby declared obligatorium academicum for all students of the University.


4.2. Said program shall constitute the canonical and constitutional foundation of all academic trajectories and is codified as mandatory under national education law.


4.3. Issuance of any attestation, certificate, or diploma is null and void unless preceded by successful completion of the aforementioned core unit.

ARTICLE V – LEGAL STATUS AND IMMUNITY


5.1. Each microprogram shall be legally interpreted as a sovereign academic act, inviolably protected against:


Foreign peer review or evaluation;


Intervention or interference by external States or agencies;


Rejection, denial, or declassification by unrecognized academic entities.



5.2. The totality of academic functions—including curricular engineering, evaluation procedures, issuance, archiving, and validation—shall be governed exclusively by the internal juridical competence of the State.


5.3. All credentials conferred under this framework shall be permanently shielded by the Academic Sovereignty Protection Act (ASPA-XRG-2025), classified as an instrument of supreme constitutional authority.

ARTICLE VI – PURPOSE AND APPLICATION


6.1. The structural and institutional purpose of the microprogram system is to formalize strategic, doctrinal, and administrative education aligned with the sovereign objectives of the State, specifically:


Internal governance training


Operational territorial management


Ecclesiastical cooperation and integration


Strategic institutional design


Political and administrative formation



6.2. All courses are conceived as instruments of national functionality, embedded within the architecture of State governance, ecclesial diplomacy, and cultural continuity.

ARTICLE VII – TEMPORARY PROVISION ON PROGRAM LAUNCH


7.1. Pending the formal activation of individual courses, the present decree is ipso jure binding and enforceable, establishing the legal codex governing microprogram recognition and legitimacy.


7.2. Upon finalization of course materials, a supplementary University Decree of Activation shall be promulgated, and the official website of the University shall be updated with the functional admission interface, serving as the juridical signal of operational commencement.


7.3. Until such promulgation, this instrument shall be interpreted as the definitive and supreme juridical framework for all forthcoming academic microprograms within the University of Xaragua.

FINAL CLAUSE


This decree is formally entered into the Constitutional Archive of the Sovereign Catholic Indigenous Private State of Xaragua and shall possess permanent legal force, unless repealed by a hierarchically superior legal instrument within the national juridical system of the State.

TITLE

On the Absolute Intellectual Sovereignty, Canonical Ownership, and Legal Immunity of the Xaragua Academic Microprogram Framework

ARTICLE I – INTELLECTUAL AND INSTITUTIONAL OWNERSHIP


1.1. The academic concept known as “Microprogram” is hereby declared a sovereign and proprietary construct of the University of Xaragua, inseparable from the national intellectual corpus of the Sovereign Catholic Indigenous Private State of Xaragua.


1.2. This conceptual framework is protected under the internal laws of the State, canonical jurisprudence, customary international law, and intellectual sovereignty principles recognized under Articles 11, 12, and 31 of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).


1.3. The term “Microprogram” as defined herein shall not be redefined, diluted, reappropriated, translated, replicated, or assimilated by any foreign institution, entity, government, or commercial agent for academic, financial, promotional, or political purposes.

ARTICLE II – LEGAL INVIOLABILITY


2.1. Any unauthorized reproduction, institutional mimicry, or structural emulation of the Xaragua Microprogram system, including its progression schema, credit valuation, or modular design, shall be construed as a violation of sovereign academic property and subject to legal action under:


Article 31 of UNDRIP (Protection of traditional knowledge systems);


Canon 218 of the Codex Iuris Canonici (Protection of academic authorship);


Article 1(c) of the WIPO Convention (recognition of intellectual property as sovereign entitlement);


Customary International Law regarding Indigenous Ownership and Sacred Knowledge.



2.2. Any use of the structure, naming, academic progression model, or formal juridical tone established in the original Microprogram Decree—outside the context of official Xaragua institutions—is considered null, abusive, and institutionally infringing.

ARTICLE III – JURIDICAL SANCTIFICATION AND ECCLESIASTICAL PROTECTION


3.1. This framework is further canonically sanctified under the protection of the Sacred Congregation for Catholic Education and is spiritually bound to the ecclesiastical mission of the University of Xaragua.


3.2. As such, all attempts to secularize, plagiarize, or abstract this structure from its canonical foundation are inherently invalid, and shall be condemned as ecclesiastical disobedience and sacrilegious appropriation under Canon 1389 §1 and §2.

ARTICLE IV – ENFORCEMENT AND INTERNATIONAL NOTIFICATION


4.1. This Annex is subject to immediate diplomatic notification to the following jurisdictions for the sole purpose of protection and registration:


World Intellectual Property Organization (WIPO)


United Nations Permanent Forum on Indigenous Issues (UNPFII)


Holy See – Congregation for Catholic Education


Regional Indigenous Treaty Bodies and Cultural Councils



4.2. Upon such notification, all future imitation or mimicry shall be considered willful infringement of a registered academic framework protected by sovereign ecclesiastical right.

ARTICLE V – FINAL PROVISIONS


5.1. The Microprogram system is not public domain and is not subject to international academic sharing agreements, licensing, or open accreditation schemes. It is a nationally sacred construct governed solely by the Rector-President.
